Sometimes a user sees a blank panel when opening a workflow item that is awaiting their vote.

This is usually due to a distribution group being on the workflow voter panel and the user not having View permissions over the distribution group.

To resolve this, have the project administrator(s) add View permissions for all voters over the relevant distribution group under Administration > Distribution Groups.
